FACT-CHECK: Viral Video of Peter Obi Speaking on and Miscalculating Ghana’s Health Budget is Old, Manipulated!

Claim:
A post on X, by a user named @Onsogbu claims the Presidential Candidate of the Nigeria Democratic Congress (NDC) speaks on Ghana’s health budget, and made miscalculations in his presentation while speaking on an Arise news TV interview.
Verdict:
The claim is misleading and used in a false context. The video is over six years old, and traced back to an Arise TV interview with Peter Obi in 2020 during the Covid-19 era.

On the 27th day of August, a video showing Peter Obi as an interviewee was posted on X, claiming that he spoke on Ghana’s health budget, and made miscalculations in his presentation while speaking on an Arise news TV interview.

The post also appeared here on X, and several other pages on Facebook here, here, here, among several other posts.
After carefully watching the video, FactCheckAfrica discovered a mismatch between Obi’s lips and the audio narration, thus prompting the need for verification.
Verification:
FactCheckAfrica noticed “COVID-19” written on the slug tag of the video. This raised more skepticism about the claim.
A screenshot of the video was taken and the image was subjected to a google reverse image search. Findings discovered led back to the original interview published on Arise TV YouTube Page in July 2020.
FactCheckAfrica watched the video and discovered that such a claim was not made by Peter Obi during the interview.
A close check of the manipulated video showed signs of manipulation including the mismatch between Obi’s lips and the audio narration and inconsistent hand gestures and facial expressions.
Additionally no other interview was seen on Arise TV YouTube page during the Covid-19 era with Peter Obi and using the same background.
Conclusion:
The circulating claim on social media that Peter Obi spoke on Ghana’s health budget, and made miscalculations in his presentation while speaking on an Arise news TV interview is False. The video is from July 2020.
Also, the audio narrative overlay on the video is misleading and has no connection to the video in display.
